Dutch ECA sees record volume of applications amid trade turbulence

AMSTERDAM, July 7, 2025 – In 2024, the government, through Atradius Dutch State Business (Atradius DSB) - the official Dutch Export Credit Agency (ECA) - guaranteed more than EUR 3.5 billion in new exports of capital goods and services. When exports are difficult to finance and insure through the commercial market, ECA cover can ensure that banks are still willing to provide credit. Therefore, in 2024, Dutch companies and their banks increasingly sought coverage from Atradius DSB.

More applications
Exporters or their banks submitted 369 applications, an increase by more than a third in comparison with 2023 and the highest number in years. Atradius DSB issued 155 policies and 190 promises of cover. Dutch capital goods and services, including laying cables for offshore wind farms, advanced machinery, and maritime technology, found markets abroad with ECA cover. In 2024, EUR 420 million in underlying export value was related to small and medium-sized enterprises (SMEs).

"Geopolitical uncertainty has a direct impact on payment risks. However, tirelessly active exporters want to continue making a global impact. We have been enabling exports on behalf of the government nearly for a century, even when it seems impossible at first glance," said Bert Bruning, Managing Director of Atradius DSB.

"Many trading countries, such as the Netherlands, are increasingly using their trade instruments to remain strategically autonomous. Export credit agencies gain more relevance, especially in financing challenges in value chains such as critical raw materials, sustainable fuels, and stimulating innovation in the Dutch manufacturing industry," said Irene Visser, Head of Strategy & International Relations, Atradius DSB.

Total portfolio volume remains high

The portfolio, the total outstanding obligations managed by Atradius DSB on behalf of the state, amounted to EUR 16.8 billion in insurance obligations in 2024. This volume remains stable, but the number of transactions continues to grow due to an increasing share of SME transactions. In 2024, a total of EUR 155 million in claims was paid out to insured parties. The ongoing receivables that Atradius DSB collects for the state after claims payments increased to EUR 97 million.
