What is it?
CIRR (Commercial Interest Reference Rates) is an internationally - in the Arrangement on Officially Supported Export Credits - agreed low fixed interest rate that may be used in export financing. Your bank can apply for CIRR financing, allowing your foreign buyer to receive credit at a favorable fixed interest rate (linked to CIRR) from the signing of the export loan. This arrangement has been agreed upon between the Ministry of Finance and NWB Bank.
What is the advantage?
CIRR is an interesting option for exporters to include in negotiations with their foreign buyers. After all, it offers buyers the certainty of a low fixed interest rate, making the cost of a project fixed in advance
Per the date that all cp's(conditions precedent) of the export loan are met, the following documents will be signed on the same day ('Effective Date'):
NWB Bank provides the CIRR financing to the export bank on the specified draw day(s), regardless of any deferral of draw days under the export loan. This is therefore a pre-agreed fixed draw schedule. In most cases, the CIRR loan will be refinanced once the export credit is fully drawn. A solution for flexibility in the draw schedule is being worked on, please contact us about the possibilities.
The cover commitment for the CIRR financing has a duration of six months. A first extension of this commitment for another six months is more or less automatic, with a second extension a reassessment takes place by default.
