International cooperation

The Dutch public export credit agency (ECA) support is subject to a number of legal rules and frameworks at national, European and international level. International agreements are made together with the members of the EU and the OECD. We are also a member of the Berne Union.

OECD

Within the OECD, we are actively involved in the Arrangement on Officially Supported Export Credits, simply known as the "Arrangement". The Arrangement is a set of rules and guidelines designed to ensure fair competition among participating countries.

 

The Arrangement includes agreements on premiums, financing terms and sectoral guidelines, including those for climate, water, ships and nuclear energy. The purpose of the Arrangements is to create a level playing field for export financing with terms longer than two years. Through our participation in the Arrangement, we contribute to the development of international standards and promote transparency and responsible financing practices. This helps not only to prevent unfair competition, but also to promote sustainable and ethical business practices.

Berne Union

In addition, we are member of the Berne Union, an international association of credit insurers and investment guarantee agencies. The Berne Union, founded in 1934, is a leading organization dedicated to promoting cooperation and exchange of information among its members.

 

Through our membership, we benefit from a global network of experts and best practices in the field of (export) credit insurance. This cooperation enables us to exchange insights and knowledge with other members and act jointly on global challenges. Thanks to our membership, we have a strong position as a reliable partner for Dutch exporters and contribute to the stability and growth of international trade. Moreover, the Berne Union provides a platform for dialogue and cooperation with other international organizations, putting us in a better position to respond to the changing needs of the global market.

European Union

The European Union plays an important role in regulating and supporting public ECA's. Among other things, the EU coordinates the policies of the public ECA's within the EU and streamlines their position on an international level.


As an EU member state, the Netherlands is subject to European state aid rules and participates in multilateral export credit negotiations at the OECD through the European Commission/DG TRADE. Atradius Dutch State Business plays a crucial role as exporter and advisor to the Dutch government in their engagement in these international frameworks. We actively participate in international negotiations and contribute to the development of policies that support export credits and investments by Dutch companies.

 

We are also keen to support green projects, which is in line with the broader EU goals to combat climate change.
